ARLB065 FCC plans to reorganize
The FCC has proposed to reorganize several of its bureaus and
offices. A new Wireless Telecommunications Bureau is to have as a
co-deputy chief Ralph Haller, who currently is chief of the Private
Radio Bureau and is well known to amateurs.
Richard M. Smith, now head of the Field Operations Bureau, is to be
chief of a new Office of Engineering and Technology.
Beverly Baker, who is now deputy chief of the Private Radio Bureau,
is to become chief of the Field Operations Bureau.
FCC Chairman Reed Hundt said, in announcing the proposed
reorganization, that wireless and international were the areas
calling for the ''biggest changes.'' He said that personal
communications systems and other emerging technologies made a
Wireless Bureau necessary.
Hundt said that an International Bureau ''will better meet the
challenges ahead as the FCC continues its role in international
telecommunications, working with the Department of State and
National Telecommunications and Information Administration (NTIA) in
the promotion of the Global Information Infrastructure.''
Scott Blake Harris is to be chief of the new International Bureau.
He currently is the chief of the Office of International
Communications.
The reorganization will become effective when formal Commission and
Congressional approval has been obtained, as well as approval of the
labor union representing FCC employees.

As I was told on a job interview once, "Oh, a ham ticket eh? Do you look
at it as a license to steal?"
Apparently a lot (not all, but enough to be noticable) of hams seem to
think that anything that will fit in their pockets (or pickups) is a
perq of the job they are employed at. We've all (mostly I would assume)
been guilty of this to some extent. Whether grabbing a few resistors to
finish a project or stealing "company time" to read QST. The real abusers
are the ones that order 100 of every resistor value to stock up their
"lab" at home. Most companies (aerospace) that I've worked for figured
a certain amount of slack time and expendable inventory in keeping the
troops amused and productive.
The same holds true for software. Some people (hams included) seem to feel
that anything that will fit on a disk is a perq as well. I've actually seen
people copy hardware specific test routines "just because".
Where do you draw the line between a "little theft" and a "big one"? Is
making a copy of AutoCAD and taking it home to do personal work and get
better at it for your tasks at work wrong? According to AutoDesk it is.
Making a copy of AutoCAD and then selling your services to the others
is not even debatable. However, people that do things like this will talk
(or in this case post) until they are blue in the face to "justify" their
actions.
I would think that we are all thieves to some extent. (Well except for
Jeff Herman, who is perfect, just ask him.) It's just a matter of what
we will justify as acceptable behaviour.

Assuming 2 meters, it is virtually imposible to talk direct between Houston and
Dallas. If however, you use packet, there is almost always a link between
them. Now if you can operate on HF, then 40 meters is good in the daytime to
early evening, and 80 meters will work at night.

I was chatting on 10m with my friend Kent back in 1979. A few miles
apart, he was using a light bulb (his dummy load) as an antenna.
We were both located in Pleasant Hill, about 30miles from San
Francisco. A station from Kentucky broke in, and gave us both
excellent signal reports.
Yup, light bulbs are pretty leaky :-)

I've put PL-259's on the end of 9913 a couple of times, and I just ground
down the center conductor to fit the center-pin hole. Not sure if my
friend used the special 9913 N connector, or something similar to this.

The answer to your question in a nutshell is YES! There is an advantage to
having the 5wpm code and a techician license. You get to talk on 10 meter
phone from 28.300 - 28.500 mhz. And you have data access on 28.100 -
28.300 mhz. That means you can run HF packet, rtty, pactor, etc.
Of course you can transmit CW on any of these freqs. My advice, go ahead
and upgrade. Then after 17 weeks, (yep that's how long it takes now) you
will get your new license that says: TECH PLUS (yes that's what it says).
Opps almost forget. With a tech plus license you also get 2 meter and 220
and 440 and 1.2 ghz. But you will have to sign Temporary KT on those as
well as 10 meters until you get your new license.
Have fun and upgrade. Next step after that one is General! Then the
bands really open up.

You really _have_ been out of touch! :-) Actually any sort of an exam
seems to work, and in practice the no-code Technician ticket has been very
effective at bringing in new hams who are willing to learn good amateur
radio practice. A large percentage, having been hooked, break down and
learn Morse code to get on HF. This is local experience, YMMV.
Ummm, just one point. The word "ham" is not an acronym, but a word. As a
noun it means an amateur radio _operator_, and as an adjective it means
"amateur". Thus "ham radio" is an accepted synonym for amateur radio.
Sorry to be pedantic, but I wince badly when I see "ham" capitalized and
used to indicate amateur _radio_.

Sort of. It's called the "Technician plus" license, and gives you the
privileges you already have on HF, plus all VHF/UHF privileges. Without
code, you only get the VHF/UHF privileges.

You mean, it doesn't cover the entire 438-450 MHz band as advertised? Or you
want it to transmit out-of-band, illegally (CAP doesn't work on UHF yet,
don't know about MARS)?

statements as 'mis-representations.'
Mis-representation 1: Your reference to a 'pre-publication leak.'
I get my copy of 73 just like a lot of other people: when it arrives
in my mailbox. Period.
Mis-representation 2: The statement which you have the unmitigated gall
to put in quotes above is not, in fact, anything like a quote. What I
said, in essence, is that the 73 review seems consistent with the
experience of a number of other reviewers and correspondents with
regard to their experiences in setting up the RF section.
Thus far, you have mis-represented what the reviewer has said, and you
have mis-represented what I have said about the review. You have used
your imagined 'pre-publication leak' as an excuse for your other
mis-representations.
As I said, Cecil, I don't believe you are a liar. However, you are
stretching the limits of credidibility.

Excuse me, but for whom does the reviewer work, the manufacturer or
the subscriber?
Why should manufacturers be offered the chance to quietly fix problems
found in reviews, in order to get a review which hides the very real
difficulties with INITIAL QUALITY?
One of the problems I've had with CQ and 73 in the past is that their
reviews have tended to by little more than promotional spots for their
big advertisers. I welcome honest reviews, because they serve the
consumer. The adverts serve the manufacturer.

Fine. But the initial problem still needs to be called out! And there
is no a priori obligation to give a manufacturer the 'second chance' to
get it right prior to publication.
Mr. Moore seems determined to show that Ramsey has gotten a bad
rap. Frankly, I just don't see it. I see very real problems, starting
with the way in which the ads represent the merchandise. While changes
could be made which would make Mr. Moore's points about 'know what
you're doing' valid, I don't see any evidence of significant progress
in that regard.
